Depending on the size, location, and complexity of your event, EBCED may provide:

Event Evaluation and Planning 

Each event is evaluated individually to determine the appropriate level of medical coverage. Factors considered include: 

• • • • Availability of EBCED personnel and equipment
      • Distance from definitive medical care 
      • Environmental and weather conditions 
      • Event activities and associated risks 
      • Event duration 
      • Historical incident data 
      • Number of participants and spectators 
      • Terrain and accessibility

Events located in remote areas, off-road environments, mountain terrain, trail systems, or other locations inaccessible to ambulances may require additional staffing, equipment, and specialized response resources. 

Checkpoint and Remote Area Coverage 

Events utilizing checkpoints, aid stations, race monitoring locations, trail crossings, or remote staging areas may require dedicated medical personnel. 

Each checkpoint requested for EBCED medical coverage shall require a minimum staffing level of two (2) EMTs. 

Additional staffing may be required based upon: 

• • • • Distance from ambulance access 
      • Distance from definitive care 
      • Environmental conditions 
      • Event size and complexity 
      • Overall event risk assessment 
      • Participant volume 
      • Terrain and accessibility

If ambulance access is limited or unavailable, EBCED may require the use of: 

• • • • UTV Medical Teams 
      • Command Vehicle
      • Medical Supervisors 
      • Additional EMT Personnel

UTV charges shall apply to any checkpoint or event location not accessible by a maintained roadway. 

The requirement for UTVs, command staff, supervisors, specialty resources, and additional personnel shall be determined by the Chief of Operations, Assistant Chief, or designated Event Supervisor based upon operational needs and risk assessment. 

Event Approval Process 

Submission of an event application does not guarantee EMS coverage and does not constitute a contract. 

All event medical coverage requests are subject to review and approval by the East Boise County EMS District Board of Commissioners. 

Approval decisions may be based upon: 

• • • • Ambulance and equipment availability 
      • Any other factor deemed necessary by EBCED 
      • District operational needs 
      • Event risk level 
      • Public safety considerations 
      • Regulatory requirements 
      • Staffing availability 
      • Terrain and accessibility concerns 
      • Weather conditions

No event shall be considered approved until formal action has been taken by the East Boise County EMS District Board of Commissioners. 

Required Safety Walk-Through 

Prior to approval, an on-site safety walk-through must be completed by an EBCED Staff Officer, Chief of Operations, Assistant Chief, Event Supervisor, or designee. 

The purpose of the walk-through is to evaluate: 

• • • • Checkpoint locations 
      • Communications capabilities 
      • Emergency evacuation plans 
      • Emergency vehicle access and egress 
      • Hazard identification and mitigation 
      • Landing zones for air medical services 
      • Medical treatment locations 
      • Remote response areas 
      • Staging locations 
      • UTV access routes

EBCED may require modifications to the event layout, medical plan, staffing levels, checkpoint locations, or emergency access routes based upon findings identified during the site evaluation. 

Failure to complete the required safety walk-through may result in denial of the coverage request. 

Event Medical Services Agreement 

Following approval by the Board of Commissioners, EBCED will prepare a formal Event Medical Services Agreement. 

No EMS coverage shall be considered approved, scheduled, or guaranteed until: 

1. 1. 1. A formal Event Medical Services Agreement has been executed by all parties. 
      2. Any required fees, deposits, permits, maps, and supporting documentation have been submitted.
      3. Proof of insurance has been received and approved, when required. 
      4. Staffing and operational resources have been confirmed by EBCED. 
      5. The event has been approved by the East Boise County EMS District Board of Commissioners. 
      6. The required safety walk-through has been completed.

EBCED reserves the right to modify, suspend, or withdraw approval if operational conditions change or required documentation and agreements are not completed prior to the event.

Application Submission Timeline 

To ensure adequate planning and staffing, applications should be submitted at least: 

• • • • 60 days prior to small events 
      • 90 days prior to large events 
      • 120 days prior to major or multi-day events
